Philander was the son of James Ramey and Australia Duvall. He married Christina Brock on 16 Aug 1883 in Carroll County, Iowa. They were the parents of Julia, John, Frank, George, Fred, Harvey. He married 2nd Alice Pittman on 24 May 1905 in Jackson, Missouri.
