Shelby was the son of Anderson Trotter (1809 - 1897) & Mary Polly Burgan Trotter (1814 - 1867). He married Martha Ledford on October 16, 1861, in Boone County, Indiana. They were the parents of 9 children, 7 living in 1900: John, Sarah, Cora, Cornelia, Mary, Franklin, Libbie, Albert, and Walter.
