Philander was the son of James Ramey and Australia Duvall. He married Christina Brock on 16 Aug 1883 in Carroll County,​ Iowa. They were the parents of Julia, John, Frank, George, Fred, Harvey. He married 2nd Alice Pittman on 24 May 1905 in Jackson,​ Missouri.​
